In 1994, the first complaint was lodged against a dog kennel in Mt. Sterling, Ohio on suspicion of abuse and neglect. In 1996, another one was filed, then another in 1997, and the final one in 1998. It took 4 complaints before the police did anything to save the dogs from a woman's cruelty. Listen to this week's episode to find out what happened.
